03.10 Description of waste management in the project area.

Non-organic solid waste disposal (common rubbish recycling) is a major problem, especially in (describe) areas. There, collection systems organised by ( the local authorities) rarely work well if at all. The value of any rubbish collected is "exported" for recycling elsewhere.

This project includes establishing local organic and non-organic waste recycling centres to add value to waste products. This saves (present expenditure on waste collection, storage and disposal.).

Organic waste is in principle handled at the lowest possible level, usually at household level, where, in any case, faecal matter must be composted in eco-sanitation systems for recycling at household level or for collection  under the local money systems.  Kitchen wastes are recycled at tank commission level to feed chickens and, where culturally acceptable to the population, pigs.

A network of recycling centres will be set up under the local money system to receive non-organic waste materials for recycling. The centres will also provide a rubbish collection service where required.

Collection of environmentally harmful rubbish will be paid for by the users. The collectors may pay for useful materials under the local LETS systems. The idea is to keep as much residual and recyclable value as possible within the local economy. The local systems can also earn some formal currency to pay back their interest-free micro-credit loan by exporting waste for industrial recycling that cannot be recycled locally.

Standard sanitation and waste removal services, where required, will also be supplied for schools and clinics in the project area.

Specialised waste removal from clinics will be discussed separately.
