Part 1.17.00 Annual and periodic reports of the Association.

1.17.10 -  Annual report to 31/12/2010

Edition 01 : 23 February  2011.

Report to the board under article 5 of the Director’s rules  (in Dutch) dated 25/10/2005 with statement of profits and losses for the book year ending 31/12/2010. 

 

This is the tenth report on the activities of Stichting Bakens Verzet (NGO “Another Way”). The report describes the activities of the Association from 1/1/2010 to 31/12/2010. A period report for the period 1/1/2010 tot 30/6/2010 was approved by the board in its meeting on 21/7/2010. That report  forms an integral part of this annual report. 

 

During the period 1/7/2010 – 31/12/2010 a mission was carried out in Burkina Faso, where a workshop on integrated development concepts was held in Ouagadougou for the Association pour la Promotion de l’Élevage au Sahel et en Savane (APESS) a leading NGO organisation represented throughout West Africa. APESS paid all of the costs of the trip, and a small per diem payment was made for the services of the Director of Bakens Verzet. The Director was accompanied throughout by Mr Victor Onadja, formally coordinator of the NGO Naabi-Aba in Niger. The director visited several other operators interested in integrated development concepts. In particular the Centre Régional pour l’Eau Potable et l’Assainissement à faible coût (CREPA), who agreed to co-finance two pilot projects (one in a pastoral area and one in a “normal” area) and to set up a consortium with APESS for that purpose. Another organisation potentially interested in joining the consortium was the British NGO Water Aid. All parties were interested in the creation of a faculty for integrated development studies at the Institute 2iE in Ouagadougou for the preparation of students to act as coordinators for the execution of integrated development projects in their area of origin. Both the Secretary General of APESS and the Secretary-General of CREPA taught at the University, one of  West Africa’s leading tertiary education institutions, for many years. The vision presented is one for some 2.500 integrated development projects covering the whole of West Africa, excluding Nigeria and Ghana. These last two countries together would offer space for another 2.500 projects. 

 

The director of Bakens Verzet promised the African parties he would carry out a survey of the possibilities for financing integrated development projects via the CDM mechanism under the Kyoto Treaty. This  challenging project occupied the director full-time from his return from Africa in October to the end of the year, when work on it was still under way. The work already done has been made available at website www.integrateddevelopment.org  under the title financing projects using the CDM mechanism.  The results appear to be promising.

 

The Burkina Faso trip was extended to Niger, where the director was able to meet all the parties involved in the Vivons Makalondi project, visit the project area, and meet the people there.

 

It is hoped that the trip to Africa will lead to the financing of pilot projects in two African countries during the course of 2011.

 

Assistance was given to the editing of a series of new papers by L.F.Manning on the mechanics of the current financial system with particular reference to monetary reform in New Zealand. These have been published at website www.integrateddevelopment.org. The former website www.flowman.nl is in the course of being phased out in favour of  www.integrateddevelopment.org with a new, much cheaper provider offering at the same time a better service. The changeover period means that top search engine ratings for some development-related topics have suffered as the www.flowman.nl website gradually fades away while the new (identical) website is still gathering momentum to take its place. Despite its low profile and high degree of specialisation,  the website is regularly used with up to 2.000 hits (and more) a day.

 

The Director worked the whole year full time free of charge in the interests of the Association. Since the trip to Africa produced some income, a call for reimbursement of some out-of-pocket costs for a total of Euro 1270,47 was made under The Director’s Rules (document in Dutch) dated 25/10/2005, mostly for website and internet costs.

 

The balance on bank account 78.13.27.598 with the Triodos Bank in Zeist as at 31/12/2010 was Euro 917,74.

 

The potential value of  the Association lies in the (non commercial) immaterial value of the Model for Integrated Development Projects and in its e-learning course for the Diploma in Integrated Development. The Association may act as consultant for the execution of integrated development projects in developing countries subject to payment of a modest per diem fee covering accommodation and keep. Tutor-led courses for the Diploma in Integrated Development will be charged for on a tutor-cost recovery only basis. As at 31/12/2010 none of the proposed integrated development projects had been financed.

 

The Director remains available for the continuation of the work of the Association in 2011, and requests that the board to approve this report for the year 2010 and his nomination as Director  for 2011.
