04.00 PROJECT GOALS AND EXPECTED RESULTS 

 

04.12 THE QUESTION OF OWNERSHIP. 

 

As the various phases of the project are executed, ownership in the various structures formally passes to the people of the project area through transfer to the 05.07 Cooperative for Kiogoro. The Cooperative holds the structures on behalf of the particular organ (for example tank commission, or well commission, or special purpose fund) involved. Ownership of installations at tank commission level is vested in the tank commissions (Cooperative for Kiogoro for and on behalf of the tank commission concerned). Ownership of installations at well commission level is vested in the well commissions (Cooperative for Kiogoro for and on behalf of the well commission concerned). Ownership of property and equipment at central project level will be vested in the project management.

Until all debts for specific structures foreseen in 07.10 the balance sheet  have been repaid, the project coordinator will retain the right to recover any installation supplied under the project should the beneficiaries not meet their financial obligations for them. Where formal money seed funds are obtained by way of interest-free seed loan, the interest free loans will be repaid over a period of 10 years. Until repayment where required has been completed, the 05.07 Cooperative for Kiogoro is responsible for maintenance and administration. However the 05.08 NGO Kiogoro Integrated Development Project  through the project coordinator retains all rights of substitution to protect the interests of financing parties. 

The project includes the formation of cooperatives for  the on-going maintenance of project structures. The project coordinator will support, free of charge, the 05.07 Cooperative for Kiogoro and the maintenance cooperatives in the provision of on-going maintenance during the first two executive years of the project. The project coordinator or his substitutes will continue to support, not necessarily free of charge, the 05.07 Cooperative for Kiogoro and the maintenance cooperatives in the provision of on-going maintenance during the next following period of eight years of project operation.

Pumps and structures supplied under the project have a life-span of more than 20 years. Once the seed capital has been fully repaid at the end of ten years, on-going monthly contributions will create a large surplus for future renewals and extensions of the project facilities. Until it is needed, this money will be continuously re-invested interest free in micro-credit loans for local productivity development.

Ownership of drinking water installations, PV lighting and refrigeration and water testing equipment installations in schools and clinics will be vested in the tank commissions where the schools and clinics are located.
