For information on the formation of the tank commissions see part 2. The tank commissions of section 2 the social structures of the fourth block the structures to be created.

 

Refer to the analyses of the tank commissions in the division of tasks in section 2 the division of tasks amongst the three project levels in the third block  solutions to the problems .

 

Carefully review 27-36 of the statutes of the Cooperative Association for the on-going management of the project structures of the Model.

 

Articles 27-36 include rules concerning tank commission meetings.

 

The statutes do not expressly provide for the direct participation of the populations at tank commission meetings. On the other hand the full participation of the populations is not excluded.

 

1. Opinion.

 

You are a promoter of the integrated development project for your chosen area. On one page explain how you would organise the participation of the local populations at tank commission meetings.

 

2. Opinion.

 

You are chairperson of a tank commission. All project  structure (water, waste collection, local money system, micro-credit system, sanitation controls etc) are in operation. Two students originating in the area have been located in the country’s capital who are interested in becoming teachers in the well-commission area. On one page write an order of the day for a typical meeting of your tank commission, supposing that as well as the teacher issue there are other small problems of every day management. Please reflect carefully before writing your order or the day. Dream of being there, on site. Just by way of example, access to the water tank needs regulation ;there are some conflicts relating to the order of priority for the concession of micro-credits ; two members served by the commission think their local money balance is too low; where is the primary school to be built ......

You are tank commission secretary. On two pages, write the minutes of the meeting for which you prepared the order of the day in exercise 2.

 

4. Opinion.

 

All of the decisions reached during the tank commission meeting have to be followed up. On one page described exactly how the tank commission executes the decisions listed in the minutes in exercise 2.  Which are the moments and elements of liaison amongst the different project structures?
