District Bhoodhan Gramodhan
Development Sangh is a non - government organization, functioning since 1987
for the benefit of the Dalit women in the Dindigul District. Our organization
is the result of the committed depressed women who organize among themselves
for their own emancipation.
In
the fulfilment of empowering our women folk, We have undertake many socio -
economic programs including gem cutting training programmes, training on
Tailoring Aids awareness programmes etc.,
Dindigul district is situated
in the center of Tamilnadu. It is well linked by roads from all the major
cities of the state Dindigul district is diverted from
The target area of the project
is Sanarapatty which is broken in to villages. The total population of the area
is among then is Dalits. The project area covers 40 villages from Sanarapatty
the area of the project is 35700 hector.
It
was discovered that 95% of the Dalit households live in huts made of mud and
hay while the remaining 5% live in tiled houses in Tamilnadu.
Landholding
pattern of the union is much alarming. In our panchayat union 80.6% Dalits own
lands less that
The
landlines are the reason for all kinds of oppression. As the Dalit of our
district do not possess lands, they have to depend upon upper caste people like
Udiyars, Gounder,Reddiars, Muthiriars, Chettiyars, Vanniars and Vellalas for
their lively hood.
A
very conspicuous feature in the living condition of the Dalits is the extensive
oppressive situation in which they live. The social oppression they suffer is
varied and multifaceted which includes different kinds of social resections and
compulsions as well as discriminations, harassment's and other atrocities.
Following are major restriction on Dalits.
-Entry in village tea shops
-Availing of village barber service for shaving availing of village dhobi
service.
The literacy rate among Dalit
women in the project area is 20% the health status of women of Dalit community
is alarming. About 80% of the Dalit pregnant women are suffering form anaemia,
the political situation of the Dalit women is not satisfactory. The Dalit women
are not allowed to express their views either in the houses or in the village
committee meetings.
The
allotment of seats in the local body counsels to Dalit women is really a
mockery it is the high caste male or mirasdar who really rules the local
government under the shadow of Dalit women.
It is
the Dalit women who are sexually oppressed ill-treated etc. by the landlords in
their work places. The Economic spare does not give justice to the Dalit women.
Dalit women are paid low wages, they are paid Rs. 10 -15 per day for the
agricultural works whereas men are paid double tax wages paid to women. Dalit
women are not treated equally by men. Dalit women are battered and ill treated
by men. Besides this, they are the ones who rear the children, collect fire
wood fetch drinking water and earn for living. Not even 1-% Dalit women own
property on their names.
Though
caste atrocities are not reported frequency but the segregation or Dalit I all
respect, is being practiced in all the village of the district. Even though
there are many
-Drawing water from well located in non-Dalit areas.
-Washing / Bathing in canal embankments.
-Taking procession of Dalit funeral members in high caste streets
-Taking procession of Dalit festivals in high caste streets
-Walking with footwear's in the streets of Dalits.
-Taking part in the village common meetings
-Sitting coffee / Tea in the same glasses or cup of Tumblers
-Those are used for high castes.
Even
though the Dalit have their own traditional panchayat set up at each village
level., these panchayats do no make any significant changes in the lives of the
Dalits. This panchayat set right quarrels among the Dalit of their villages,
collect money form the members of the Dalit and celebrate their villages
festivals. Dalit and celebrate their village festival. Dalit lack leadership
qualities and hence they do not take upper hand in the decision making process
of common village affairs.
In spite
of the fact that the Dalits are found to be the largest community, normally in
some areas, none of them figures in village and panchayat councils except in
the councils reserved for Dalts. The independence of the Dalit members in the
councils are highly questionable. This reflects the actual reality in the
village where economic power, caste hierarchy and leadership qualities are
basic qualifications if one wishes to be the part of the policy and decision
making bodies. Dalit organizations functioning in our area, No concrete steps
have been initiated by these origination.
The recent globalization
process brought he Dalit women in the street corner. It is the Dalit women who
are mostly affected by the introduction of machinery into the agricultural field,
resulting in unemployment and under employment among the Dalit women. Dalit
women are being engaged in seed collection, preservation and supplying them for
agricultural purposes the wide opened the door for the multinationals due to
globalisation, restrict Dalit women from doing so as the multinational
companies involve in researches seed processes and supplying them to the
agriculturists. Moreover, the food habit of ordinary Indian is being changed
gradually due to the fast-food culture introduce by the multinational
companies. Consequently, the need for traditional food has been decreasing
which results in unemployment and under employment among the Dalit women.
Dalit women are engaged in
unorganized sectors such as
-Agricultural coolie's labour.
-Construction works
-Fruit and vegetable selling
-Petty trades
-Domestic works etc.,
These
women are not paid just wages, no service conditions such as leave, bonus,
increment medical allowance etc., is given to them Moreover, the Dalit women
are the sexual targets by the employers, managers and other male workers the
sad fact is that women of Dalit community members are not provided with
maternity facilities, and compensations are not extended to Dalit women for the
casualties that takes place during working hours.
Finally, to play a relevant
role in the Dalits struggle for liberation, the men should undergo a sincere
change in heart. There is no doubt that the attitude of men is one of the
serious obstacles in the talks of empowering Dalit women.
In
the Dalit organization, the leadership which is presently dominated by the
urban middle class men and urban Dalit elites of men should be prepared to
share the resource women and involve them in the decisions making bodies.
Considering the discrimination under which the women have suffered for long
including those from within the community special priority should be given to
involve them more meaning fully in all the structure of the Dalit organization.
Dalit women of our district
are powerless. This category is the least one among all sections of people in
our area. They are segregated in the common places. They do not have any say in
the decision making power in their own houses and it goes without saying that
they cannot talk about common issues and problem of the village in the village
committee meeting. They have to collect fire wood and rear children they are
totally depend upon men for their economic needs.
To
mitigate the suffering of women training programmes for the formation of women
Sangams, credit union and to deal with local issues including caste
discriminations and environment protection are planned.
We
hope our above mentioned innovative efforts will empower women or our area.

co-ordinators and 6 field workers will the appointed. After the training they
will be sent to the field. Each field staff will be allotted to 4 villages
while the field workers approaching the Dalit women to provide awareness on Dalit
problems and unbars with special reference to women perspective and motivate
them towards formation of women sangams taking up Dalit women issues and
towards formation of credit union.
Our field staff to achieve our
project goal individual contract would use following techniques.
-Group meetings
-Informal meetings
-Cultural programs
Trainings for selected
leaders, will be contacted on Dalitism, Dalit for feminism group organization
and on Dalit unions. These selected leaders will be helpful to the field
workers in the field in conducting training's, group formation etc.
-Dalit issues and problems
-Problem of Dalit women
-Organizing Dalit women
-Planning strategies of solving Dalit women problem
-Formation and running of credit union
-Accounting procedure of credit unions.
Dalit women, who will become
aware of the situation, will form their own women sangams in 24 villages. They
will discuss the problems and issues of their concern and plan to fight them
out.
To enable women to become
economically independent, we have plans to help women to form their own credit
unions. Training on the formation of credit unions, and maintaining books of
account.
Dalit women problems such as
deprivation of rights to draw water in the common wells, claiming due share in
the decision make power in the villages.
Co - ordinators They will be
co - ordinating the field workers for whom they will be held responsible. They
conduct meeting, Training's for Dalit women and staff. They collect reports
from field workers.
They should have passed degree with 2 - 5 years of experience.
They should visit the villages
daily ear marked to them, Conduct meeting, seminars role-play along with the
volunteers submits periodical reports of the activities to the co-ordinator.
