MODEL FOR SUSTAINABLE ECOLOGICAL SELF-FINANCING INTEGRATED RURAL AND POOR URBAN DEVELOPMENT

FOR THE WORLD'S POOR.

Sustainable fully ecological poverty alleviation in rural and poor urban environments, incorporating an innovative package of social, financial, and productive structures, with basic services necessary for a good quality of life for all, a leading role for women, and numerous renewable energy applications.

Summary.

This project is a practical working plan for the sustainable ecological self-financing integrated development of (definition of the project area). The package of financial instruments used and the specific sequence of actions followed to set up the structures necessary for project execution are particularly innovative. Capacities of the local people are fully exploited. Advanced low-cost technologies for local productivity development are recommended. The project covers many sectors of activity, including:

Social structures.

-          The creation of (200) self-administered sustainable Health Clubs, each one typically serving 40-50 families, designed to create a platform guaranteeing full participation of women in the project.

-          The creation of (200) self-administered sustainable local development groups each one typically representing the same 40-50 families (200-300 persons). In this project they are referred to as tank commissions.

-          The creation of  (35) self-administered sustainable intermediate level development groups each one typically representing the 300-400 families (about 2000 persons). In this project they are referred to as well commissions.

-          The creation of  a self-administered sustainable project-level development management unit typically representing all of the (10.000) families (typically about 50.000 persons) in the project area. In this project the population in the project area is (50.000).

-          The creation of a self-administered sustainable three-tiered social security structure for the protection of the elderly, the sick, the poor and the handicapped in the project area, for both their formal money and their local money needs.

Financial structures needed to set up a cooperative, interest-free, inflation-free economic environment in the project area.

-          The creation of self-administered sustainable continuously recycling, interest-free, inflation-free cooperative local money structures in the project area.

-          The creation of self-administered sustainable continuously recycling, interest-free, cooperative micro-credit structures for productivity increase in the project area.

Productive structures.

-          (Two) low-cost labour-intensive fully ecological units for the production of items made for the project and for general purposes from gypsum composites.

-          (Thirty-five) units for the sustainable production of mini-briquettes for locally produced high efficiency stoves.

-          The creation of a complete, fully sustainable,  three-tiered operative system for the local recycling of organic and non-organic wastes.

-          (400) sustainable initiatives for the local production of bio-mass for mini-briquettes for high-efficiency cooking stoves.

-          (One) local cooperative for the on-going sustainable installation and  maintenance of all project structures.

-          (Description of other productive structures the local inhabitants may wish to include in the main project activities. Examples: a local radio station; a cooperative import-export structure for goods exported from and imported into the project area;  local milk shops for the pasteurisation and distribution of milk; cooperative storage facilities for food, especially for food for local consumption; a seed bank;  draining and re-structuring of market squares and public places. Many such poverty alleviation initiatives may require some project-level formal money seed funds. Others such as sports clubs, theatre groups, local consultants’ offices, communications centres, plant nurseries, and reforestation activities can usually be carried out under a combination of the LETS local money systems and the interest-free micro-credit systems set up.)

-          The creation of  (4000- give real expected number) sustainable productive jobs, being jobs for (10%) of the adult population in the project area.

Service structures.

-          The creation of (200) self-administered sustainable solar powered distributed drinking water systems at tank commission level with (35) reserve backup facilities at well commission level , together with  (10.000) rainwater harvesting structures at household level for extra water capacity.

-          The installation of complete locally-built composting toilet (sanitation) structures in every  home in the project area. In this project the installation of (10.000) systems in homes is foreseen together with (50) multiple systems in schools, clinics, and public places.

-          The creation of a complete, fully sustainable,  three-tiered structure for the local recycling of organic and non-organic wastes.

-          The construction of (200) study rooms at tank commission level equipped with photovoltaic lighting structures for study purposes, and (50) photovoltaic lighting structures  in the schools and clinics in the project area.

-          The use of  (20.000) locally built high efficiency cooking stoves, two in each of the (10.000) homes in the project area for the elimination of smoke hazards to health, especially for the benefit of women and children, and the reduction of carbon dioxide emissions in the project area.

-          (Description of other service structures the local inhabitants may want  included in the main project activities. Examples, where financial means are available at tank commission, well-commission, or  project level, are centralised support services for local cooperative purchasing of solar home systems and water heating  systems using structures similar to those of self-terminating building societies in industrialised countries; and cooperative forms of insurance. )

Some of the typical improvements to the quality of life of all the inhabitants in the project area.

-      Distributed drinking water supply with (200) solar powered water points.

-          Support to educational structures and adult alphabetisation with  (200) structures and lighting for study purposes.

-          On-going hygiene education through the (200) Health Clubs and  institutionalised hygiene education courses for children in schools.

-          Sanitation through the installation of (10.000) systems in private homes and (50) collective sanitation structures in schools, clinics, and public places.

-          Environmental sanitation through local waste recycling structures in the project area.

-          Photovoltaic lighting and refrigeration  for the conservation of medicines and vaccines  in clinics in the project area.

-          Use of (20.000) locally made high-efficiency cookers and the elimination of smoke inside and around homes.

-          Rational use of local bio-masse to eliminate the consumption of wood and other “imported fuels” for cooking purposes.

The project will give a strong thrust to sustainable ecological productivity in the project area and offers the possibility of full employment there through initiatives planned, executed, run, maintained, owned and paid for by the beneficiary communities themselves.

The extensive and voluntary participation of the beneficiary populations in the execution of the project, duly paid for by the population themselves under the local money systems set up, helps ensure the personal involvement of all the inhabitants in the project structures and the success of the project activities.

The project creates a precedent for local economic development in areas adjacent to the project area and for large-scale application of the concepts presented for the preparation of a national local economy development plan in (country where the project is to take place).
