The anthropological justification for the choice of  the well commission as the second level of social structure was discussed in section  02. Second level : groups of clans with chief of the section on  anthropological analysis of the three levels of project structures of the third block : solutions to the problems.

 

The tasks of the  04. Well commissions were covered in Section 2  division of  responsibilities  in the third block: solutions to the problems.

 

This  section refers to the creation of the well commissions.

 

Each well commission is made up of one member nominated by each tank commission in its territory. The number of members will therefore vary from one well commission to another  Normally the number of representatives should be between 5 and 9.  The well commission chooses, amongst other things, the coordinators for the registration of local money system transactions, and for the micro-credit activities carried out at well-commission level. It chooses a representative to the central committee of the project. It chooses a middle-level member for the management of the Cooperative Local Development Fund, and, where applicable of the Health Fund and the Education Fund. Since women are expected to be in a majority on the various tank commission served, it is likely they will select women to represent them on the well commissions. Women should therefore be very well represented, and usually be in majority, on the well commissions as well.

 

The territory of each well commission covers the tank commission areas it serves.

 

The commission is responsible amongst other things for:

- The well of bore-hole itself.
- The back-up hand-pump system.
- The washing area.
- The enclosure for the photovoltaic arrays for the solar pumps. (The solar pumps, their  PV panels, supports and accessories are the property of the tanks commissions they serve).

 -A guard system for the protection of the installations.

- A building for the registration of local money system transactions,

- Where applicable, a secondary school built under the project.

- Where applicable, a medical centre and/or a doctor’s residence built under the project.

- Where applicable, a bicycle ambulance service.

An organisational workshop using Clodomir Santos de Morais’s method will be held for the preparation of the intermediary administrative services provided at well commission level.

Indicative participation:

Moraisian system trainers.
Project coordinator.
General consultant.

1 Representative of the Finance Ministry.
1 Representative of the Ministry for Rural Development.
5 Observers (possible coordinators of future projects)
+/- 200 persons (mostly women) who will have indicated their interest in taking responsibility as a well-commission members for the administrations of intermediate level project structures.

Participants will be invited on indication of the Tank Commissions, which will already be operative.  That means that all the tank commissions in each well area must be operative before the well commission serving them can be created.

Since most of the tank commission members will be women, most of the persons nominated to participate in the workshop are also likely to be women. However, the participation on men in the workshop is also welcome.

The purpose of the workshop is the training of at least one person (there is no limit to the number of participants) for each tank commission served by the well commissions. The delegate will explain to the  250 habitants (+/- 150-175 adults) in each tank commission area about the tasks and responsibilities of the well commissions.

The tank commissions elect the members of the well commissions. It is likely that the delegates who participate in the workshop will be elected to the well commissions. One of the elected well commission members will them be chosen as first chairperson of the well commission.  Workshop delegates may of course decide not to be a candidate for the well commission. Furthermore, a tank commission may choose not to nominate the workshop delegate to represent it on the well commission. It is free to select any person living in the tank commission area – whether a member of the tank commission itself or another member of the local public considered suitable for the job.

The workshop should last about three weeks.

The workshops should produce the following  structures :

a) The practical organisation of the workshop.

b) Definition of the social form of the well commission. 

- The well commissions’ statutes.
- Operating rules for the well commissions. 
- Finance.
- Tasks.

c) Organisation :

- Well commission meetings.

- Use of the well areas.

d) Coordination of different groups of activity.

- Management of the local money system at well-commission level.
- Election of a representative to the central committee.
- Ownership of the structures.

- Secondary schools built under the project.
- Medical structures.
- Second level waste recycling structures.
- Second-level micro-credit loans.

- The creation at intermediate level of a social security structure for the benefit of the poor, the sick, the handicapped and the aged.

 

e) Communications. 

 

- Between the well commissions and the project coordinator (execution phase).
- Vertical : with the central committee and the tank commissions below it..

- Horizontal : with other well commissions.

 

f) Individual initiative.

 

- Each well commission is independent of all the others. In principle if can freely organise meetings with the tanks commissions served and take all initiatives it may consider appropriate.

 

g) Economic aspects.

 

- Once the local money system has been organised, the level of payment under the local money system of well commission members and other persons responsible for intermediate level tasks can be decided.

 

Management of intermediate level activities by well commissions nominated by the tank commissions served is a form of indirect democracy. In general, about 1500-1750 people will be served by each well commission.

What effects will this first movement from direct representation at tank commission level to indirect representation at well commission level have ? Which are the advantages and the disadvantages inherent in the introduction of indirect representation at this level ? Give your opinion on one page.  Do not forget the role of women and education in political and administrative procedures in general.

 

2. Opinion.

 

An optimally functioning well commission will serve as an example for other well commissions in the area. You are a member of a community served by a given well commission. Taking the tasks of the well commission and the fact it can take its own initiatives into account give a on-page outline of how you will evaluate the success (or the possible failures) of your well commission and of the person elected to  represent your local tank commission on it.

 

3. Opinion.

 

On the basis of your personal experience in your chosen project area, do you see any possibilities of conflict between one well commission and another ? Which ? For which reasons ? How would you resolve them ? Give your point of view o one page.

 

4. Opinion.

 

You are a woman. You would like to represent your tank commission on the well commission to which your community refers. You have to convince the members of your tank commission to nominate you as their representative. Write a one-page plea containing the qualities you think are necessary for the task.

 

The graph on the  costs for the creation of the social structures provides quarterly indications on the creation of social structures in integrated development projects under the Model.
