Study this schematic plan of a project area.

 

1. Opinion.

 

On one page describe the horizontal relationships amongst a) the tank commissions served by a single well commission and  b) the well commissions served by a central committee. As tank commission, how would you manage contacts with the other tank commissions ? As individual member of a tank commission, how would you maintain contacts with individual members of other tank commissions ? As well commission, how would you manage contacts with other well commissions? As individual member of a well commission, how would you maintain contact with individual members of other well commissions?

 

Bear in mind that a basic social, financial or service structure is set up contemporaneously in each tank commission area or well commissions area. For example

For example, if the registrations necessary for the creation of he local money system are carried out in one tank commission area, the same will be done at the same time in the other +/- 199 tank commission areas as well. If works for the installation of feed pipe for water distribution systems are begun by the population under the local money system  in one tank commission area, the same actions are expected to be taken at more or less the same time in the other   +/- 199 systems as well. Structures that might seem numerically speaking complex are psychologically simplified. It is possible to carry out what might otherwise appear to be «vast » projects in a relatively short period of time through the general mobilisation of the populations. 

 

Even the possibility of the construction of 200 small primary schools, of 35-45 secondary schools, and of structures for  specialised education at central level (all within the framework of the local money systems set up) appears to become reality instead of a dream.

 

2. Opinion.

 

On two pages explain what influences this phenomenon can have on the execution of an integrated development project whereby a general mobilisation of the populations becomes reality.  Consider that in effect, each project area involves thousands of micro-projects which are closely linked with each other the execution and management of each of which is  at the same time autonomous from all the others.

 

Study the chain of responsibility  applicable to an integrated development project.

 

3. Opinion.

 

On two pages explain why, you think, a choice is made in favour the indirect election by the tank commissions on behalf of the populations they serve of their representative to the well commission and of the indirect election by the well commission on behalf of the populations they serve of their representative on the central committee. These elections may be have been (and could, if the populations so prefer) open to popular vote. Write a short  introduction, consider the direct election of the tank commissions, the period of office, the social responsibility of the members of the tank commissions and the social pressure on them, the social responsibility of the members of the well commissions and the social pressure exerted by them and the populations on the members of the central committee. Where you think appropriate, criticise the proposals. Finally draw your conclusions.
