Most countries are divided into regions (or districts,
or provinces), or in other autonomous administrative divisions below the level
of the state.
Such a system was already foreseen in the preceding
section 06. Schematic drawing of
regional plans.
By preparing a Regional (or district level, or
provincial) plan for each region, district or province, global integrated
development coverage can be obtained at national level. Once all the regional
(district, provincial) plans have been executed, the Millennium Goals will not
only have been met, they will have been surpassed.
The National Plan therefore comprises the drafting of
regional projects for each of the regions, districts, or provinces in the
country in question.
In principle, subject to variations due to specific
regional requirements, the execution of each regional plan is independent from
that of in other regions. Where there is adequate initial funding, there is no
reason why all the regional plans cannot be drafted contemporaneously. All of
the individual projects forming each of the regional plans could also be
executed contemporaneously, thereby creating the structures necessary for a
good quality of life for all of the inhabitants of the country in the space of
2-3 years.
Where an order of priorities for the execution of
individual projects has to be set up, the choice of the priorities is purely political
in nature. Initiatives taken at regional level could play an important role.
Within the framework of national integrated
development, each individual region forms a powerful, cooperative,
interest-free, in principle inflation-free, regional economic environment.
Together the regional economies form a strong national interest-free, in
principle inflation-free, economy.
The relationship
amongst the various regional plans within a country is one of strict equality.
Each region can have commercial relations with the others in the country It is important that these commercial
activities take place on the basis of a reciprocal trading balance which tends
to zero. This is to avoid financial leakage, important cause of poverty, from
one project area to another. On this point review the notes you made on Section 1 of Block 1 :
Analysis of the causes of poverty.
This section
involves an general analysis of the main lines of national integrated
development structures. You do not need
to know at this stage how they are created. That is covered under Block 4 :The structures to be created and under Block 7 :
Regional and national planning.
1. Research.
Obtain a political geographical map of
your country indicating its regions and
political sub-divisions. On one page make a list of the regions. Next to them note
their populations. Next to the
populations, divide the populations by 50.000 to arrive at the number of
individual projects required.
2. Research.
On one page, supposing that the proposed
regional plans cannot be drafted simultaneously, set up an order of priority
for their preparation, explaining the reasons for your choice.
3. Opinion.
In the
preceding section on 06. Regional plans you explained how
individual parts of a regional plan could be executed contemporaneously, yet
independently one of the other. On one page apply the main concept to the
contemporaneous execution of regional projects within the framework of a
national plan.
At the beginning of this section 1 of Block 3, an analysis was made of
the three anthropologically based
administrative levels used for integrated development projects,
being First level: hunter-gatherers (base)
Second level : groups of
clans with chief (intermediate) and Third level: states (top level).
4. Opinion.
On one
page draw a parallel between that concept and local, regional, and
national levels.
5. Opinion.
On one
page, suppose that all projects at regional level, for all regional
plans, and therefore the national plan, were to be put into execution
contemporaneously. Describe the situation that would present itself and its
consequences.
