All of the inhabitants in each project area participate in all of the structures set up. That means that all the elderly, the ill, and the handicapped also participate without exclusion in the project and benefit from all the project structures. The financial structures created offer them protection at several levels in relation to both their formal money system debts and their local money system debts.

Together the structures created form an advanced social support network, the rules for which are set up by the central commission (the project parliament) after its constitution. For more details on the proposed social security system see 5. Three-tiered social security structure, in  Section 2:  Social structures of the fourth block: the structures to be created.

In principle, solidarity actions will take place mostly within the framework of the local money systems created in each individual project area. This enables them to be «monetised» and therefore quantified in local money terms. Local money debits accumulated by the elderly, the sick, the handicapped, or the very poor, can be distributed amongst the adult members (all of them, some of them, the youngest ones) of his or her family, or amongst the entire group served by a tank commission, or amongst the entire group served by a well commission, or even among the entire adult population in the project area.

 

Costs redistribution will usually begin at tank commission level. Where the solution to problems is beyond the possibilities of the tank commission area  the old, sick, handicapped or poor person belongs to, part (or all) of the problems can be referred to the well commission which serves the tank commission  the old, sick, handicapped or poor person belongs to. Where the solution is in turn beyond the possibilities of the well commission, part (or all) of the problems can be referred to the central commission (or parliament) responsible for the general  management of the project.

 

For your project area:

 

1. Research.

 

On one page :

 

a) Make a list of the groups of people in your chosen area who would need social community support.

b) Give an indication of the number of people in each group. 

c) Give an indication for each group of which forms of help its members would need.

d) Give an indication of the number of hours’ assistance per month  each person in each group would need.

e) Calculate the total number of hours of assistance per month  per group.

f) Calculate the number of hours of assistance per month for all of the groups together.

g) On the basis of 10 local money units per hour of work, calculate the total cost per month of support services, expressed in local money.

 

2. Opinion.

 

On one page, describe how you would organise the distribution of the total debits of all the people receiving assistance amongst the three administrative project levels  :tank commission, well commission, and central commission. 

 

Suppose that system contributors (including the beneficiaries themselves !!) were 200 at each tank commission level,  1200 at each well-commission, and 36.000 at project level.

 

Suppose there are 200 tanks, 30 boreholes, and 1 project .

 

3. Research.

 

On one page, on the basis of the distribution of debits amongst the three administrative levels in your opinion, calculate the local money debits to the charge of each contributor (including the beneficiaries themselves !!). On the basis of 10 local money units per hour, how many hours of work per month does that represent ? What are your conclusions ?
